Although mint leaves are fragrant, once in soap there is very little if any scent left in them whether you steep them or not.  Steeping the mint leaves helps remove some the oils from the leaves so the brown spots around the leaves don't happen.  If you want you can use the tea left from steeping (once the tea is cooled down) as the liquid in your lye solution.  For fragrance add mint essential or fragrance oil, because the leaves alone will probably be disappointing.</description>
